WinAContract is built by David Harding, founder of eSourcing Data Ltd. David has spent years building procurement software on both sides of the table — the buyer systems that publish and award public contracts, and the supplier tools that help businesses find and win them. That work meant getting deep in the weeds of how government tenders are structured, scored, and awarded, and watching hundreds of small suppliers struggle with fragmented portals, opaque requirements, and proposal processes built for teams they don’t have.
The same pattern showed up everywhere we looked in the United States: SAM.gov is public, but the experience is brutal, and the tools that fix it run five-figure-a-year subscriptions aimed at primes — not at the small businesses that win roughly a quarter of federal awards. The mechanics differ from market to market, but the core problem is universal: finding the right opportunity and writing a winning response is too hard, too slow, and too expensive for the businesses that need the work most. Years of solving that problem are what WinAContract US is built on.
WinAContract is the response. The product layers fast, faceted search across federal and state opportunities on top of an AI proposal writing engine that produces a compliant first draft of a response in hours, not weeks. It is live today, with an entry tier to search and paid plans from $47/mo billed annually — about a tenth of what legacy platforms charge — and founding pricing locked through Q3 2026.
Why we built it this way
Federal contracting is a $700+ billion market each year. Almost a quarter of that is legally reserved for small businesses through the SBA set-aside programs (8(a), HUBZone, WOSB, SDVOSB). But the small businesses who qualify for those set-asides are routinely outgunned on response quality by primes with full proposal teams. That asymmetry is what AI fixes. A solo veteran with SDVOSB certification can now produce a 60-page technical response that reads like a $200/hour proposal consultant wrote it — because, with the right system, they did.
Our mission
Get every qualifying US small business one good shot at a federal contract — without paying $25,000 a year for the privilege of finding the work. Federal procurement should be a tool of economic mobility, not a moat for incumbents who can afford BD teams. We measure success by how many net-new federal vendors win their first award using WinAContract.
