How do I know if I count as a small business?
Size is set per NAICS code by the SBA — either an annual-receipts cap (commonly $9M–$47M, averaged over five years) or an employee cap (commonly 500–1,500). You can be “small” under one code and not another. Check the size standard attached to each solicitation’s NAICS.
There is no single definition of small. The SBA assigns every NAICS code a size standard: services codes usually cap average annual receipts, manufacturing codes usually cap employees. The solicitation states its NAICS and the applicable standard, and you self-certify size at the time of offer.
Receipts are averaged over your five most recent completed fiscal years, and affiliates’ revenues count toward yours — which is why teaming structures must be set up carefully.
