Streamlined procedures (FAR Part 13) — usually a quick Request for Quote (RFQ) and a faster award.
Set-aside: Reserved for small business by default. Prime first-win territory.
Full procedures — sealed bid (IFB, FAR 14) or negotiated proposals (RFP, FAR 15); commercial items via FAR 12.
Set-aside: Set-aside still applies via the Rule of Two when two or more small firms can compete at fair prices.
Thresholds effective October 1, 2025 (FAR 2.101). Some categories differ — services and construction subject to wage laws carry lower micro-purchase limits. Always confirm against the solicitation.
