What is a Sources Sought notice?

A Sources Sought is pre-solicitation market research: the agency asking “who can do this work?” Responding is free marketing — your response can trigger a small business set-aside under the Rule of Two and puts you on the buyer’s radar months before the RFP.

Before competing a requirement, agencies must research the market. A Sources Sought notice collects capability statements from interested vendors. It is not a solicitation and there is nothing to win yet — but the responses directly shape whether the work is set aside for small business and what the eventual RFP demands.

Respond concisely: your size and certifications, two or three relevant past performances with outcomes, and clear answers to their questions in their numbering. Sources Sought typically publish six to eighteen months ahead of award — they are your pipeline’s early-warning system.
