Getting paid by the government: invoicing, prompt payment, and cash flow

The federal government is one of the most reliable payers you will ever invoice — eventually, and only if your paperwork is perfect. Understanding the payment machinery before your first award keeps a good contract from becoming a cash-flow crisis.
The Prompt Payment Act baseline
For a clean (“proper”) invoice, the government generally must pay within 30 days of receipt or acceptance — and owes you interest automatically if it pays late. Agencies have also operated accelerated-payment policies aimed at paying small businesses (and primes who flow the speed down to small subs) in roughly half that time. The catch is the word “proper”: a rejected invoice restarts the clock.
Where invoices actually go
- DoD: Wide Area Workflow inside PIEE — invoice and acceptance flow electronically against your contract line items (CLINs).
- Many civilian agencies: the Treasury’s Invoice Processing Platform (IPP), or the system named in your contract.
- Always invoice exactly per the contract’s payment clause: right system, right codes, right backup documentation.
⚠️ The first-invoice trap
Most payment horror stories are setup errors: SAM banking details stale, CLIN structure misunderstood, or the receiving official never told to accept in the system. Walk your first invoice through with the COR before you submit it.
Bridging the gap
Even at 30 days, payroll comes weekly. Standard bridges: invoice promptly and at every allowable milestone, negotiate progress or partial payments where the contract type allows, use a line of credit or government-receivables financing (lenders treat federal receivables kindly), and on cost-type work, master your indirect billing rates early. On fixed-price contracts above the simplified threshold, ask about contract financing terms before award — not after the squeeze.
