Winning your first federal contract is less about luck and more about doing a handful of unglamorous things correctly. The government buys everything from cybersecurity to janitorial services, and small businesses win roughly a quarter of all prime contract dollars every year. Here is the path that actually works.
1. Get your SAM.gov registration clean
Before you can be paid by the federal government you need an active registration in SAM.gov, a Unique Entity ID (UEI), and a CAGE code. Budget one to three weeks — entity validation is the usual bottleneck. Get this done before you find an opportunity, not after.
2. Pick the right NAICS codes
Your NAICS codes determine which opportunities you show up for and whether you count as a small business under the relevant size standard. Choose a primary code that matches the bulk of your revenue, then add secondaries for adjacent work.
3. Target the right opportunities
- Start with set-asides — competition is restricted to qualifying small businesses, so you are not bidding against primes.
- Filter by your NAICS codes and your state for place of performance you can actually service.
- Read the Sources Sought and Presolicitation notices — they tell you what is coming before the formal solicitation drops.
4. Write a compliant, evidence-led bid
The single most common reason small businesses lose is non-compliance — missing a required form, ignoring the page limit, or not answering the evaluation criteria in the order the buyer asked. Build a compliance matrix from the solicitation, answer every requirement explicitly, and lead with proof rather than adjectives.
A merely compliant bid beats a brilliant non-compliant one every time. Get the basics right first.
5. Debrief, then go again
Whether you win or lose, request a debrief. The feedback is gold for your next bid, and federal procurement rewards persistence — most winners lost several times first.
