How to read a SAM.gov solicitation without missing the deadline

A federal solicitation can run to hundreds of pages, but only a fraction of it decides whether you win. Here is the order to read it in.

Read these first

  • Section L (Instructions) — exactly how to format and submit your proposal.
  • Section M (Evaluation) — how they will score you. Mirror this structure in your response.
  • The response deadline and method — miss either and nothing else matters.
  • The set-aside type and NAICS — confirm you are eligible before investing a minute.

Then build a compliance matrix

List every "shall", "must", and required attachment in a spreadsheet, with a column for where you address it. This is the difference between a submitted bid and a disqualified one.

Watch the traps

  • Page limits and font requirements — exceed them and evaluators may stop reading.
  • Required reps and certs — missing forms are an instant knockout.
  • Question deadlines — your only chance to clarify ambiguity is usually weeks before submission.
