The Department of Justice's contract portfolio reveals a counterintuitive reality: while 1,897 opportunities exist on record with 113 currently open, the actual market is narrowly specialized. Food manufacturing alone (perishable prepared foods, bakeries, and fluid milk) accounts for 333 of the top NAICS categories, signaling that Justice procurement is fundamentally about feeding and sustaining correctional facilities, detention centers, and judicial operations across the country. This is not a diverse federal buyer; this is a specialized purchaser with predictable, recurring needs.
