Start as a subcontractor: the fastest on-ramp to federal revenue

The standard advice — register, certify, bid, lose, repeat — burns most newcomers out before their first win. The faster route for many firms: deliver your first federal work on someone else’s prime contract. You inherit their vehicle, their relationship, and their compliance wrapper while you build your own record.

Why primes need you

Large primes carry small business subcontracting plans with negotiated goals across the socioeconomic categories — goals their customer scores them on. A certified, reliable small firm in a needed niche is not a charity case; you are how the prime keeps its customer happy. Capability plus certification plus responsiveness is a genuinely sellable package.

Finding the door

  • Target primes who just won big in your niche — award notices tell you exactly who and where; staffing pressure peaks right after award.
  • Register in the supplier portals of your target primes and SBA’s SubNet, but treat portals as table stakes, not strategy.
  • Go through the prime’s small business liaison officer — their job is finding you.
  • Use your agency relationships in reverse: program offices will sometimes tell a prime to “talk to these folks”.

⚠️ Protect yourself in the teaming agreement

Scope of work, workshare, exclusivity, and what happens at recompete — in writing, before you contribute to their proposal. A vague teaming agreement converts your expertise into their win and your nothing.

Graduating to prime

Treat every subcontract as a past-performance asset under construction: collect metrics, request CPARS-equivalent reference letters, meet the government customer where appropriate. After two or three solid subcontracts, you have what evaluators want — then start priming the small, set-aside work in the same account while keeping the sub revenue flowing.
